The most significant barriers discussed by the authors include lack of governmental resources and trained professionals. American and African countries cited the decline in informal support systems, poverty, and poorly developed systems. Asian countries cited a strong sense of familial privacy; poverty, lack of health care, and social services were less significant for Asian countries. Lack of laws and support for corporal punishment were also rated as significant barriers. Low-income countries rated barriers as more significant, middle-income countries were rating barriers in-between low- and high-income countries. Generally, low income had more pervasive barriers, middle-income intermediate, and high-income countries had fewer barriers.
