Political corruption was central to organized crime in both the North and South. It had a larger context in the South and therefore provided a more powerful impetus to organized crime. The sheriff and judge, the mayor, and the governor were involved in organized crime, but in the southern states these forces were insufficient. For organized crime to take hold, the aristocratic southern planters and the mercantile traders of the great port cities also had to play an integral role. The vices—liquor, prostitution, and gambling—obviously formed an economic service core in the South, but even these basic vices took new forms.
