The law of stop and frisk applies to the "gray area" between "no illegal conduct/no police action" and "probable cause for illegal conduct/police power to arrest.". It is based on officers' reasonable suspicion and allows a brief detention of a person, based on specific and articulable facts, to investigate suspicious activity. It is needed to balance the rights of an individual with the government's need for tools to carry out the job of protecting society from lawbreakers. Frisk is needed to allow officers to ensure their own safety and the safety of others by checking for concealed weapons.
