Answers should identify free trade as the movement and exchange of goods and services without much government regulation such as tariffs and quotas. Fair trade, on the other hand, is a more recent movement whereby standards are in place to ensure that workers in both countries are compensated adequately for the exchange. Answers should discuss that Democrats are generally more in favor of fair trade because of their close connections to trade unions and manufacturers, whereas Republicans are more closely connected with multinational corporations and small businesses that benefit from free trade. There is a caveat: Many Southern Democrats in the 1990s identified with free trade, including President Clinton.
