In the current system, the given neighborhood or community can only support the quality of its school to the extent that its local tax revenues, based on the income and wealth of its residents, can afford. This reality creates a disadvantaged educational environment for children living in impoverished areas. There is a high correlation with race and poverty and as such, minority students are likely to attend these disadvantaged schools and are more likely to drop out. Partially due to economic strain, people who drop out of high school might turn to a life of crime to make financial ends meet, reinforcing the idea of the school-to-prison pipeline.
