Why are building components generally more vapor permeable than air permeable?

Air and vapor exert their own independent pressures on enclosure surfaces. The vapor pressure difference between
the inside and outside is generally much higher than the corresponding air pressure difference. Consequently, it is much easier for vapor to permeate through the enclosure than air.
