The 12 steps/factors are: (1) review the study plan and procedures to assure that the evaluation is inclusive and nondiscriminatory with regard to the sample/population characteristics; (2) review methods to assure that the evaluation is inclusive with regard to language and literacy; (3) review the evaluation process to assure that diverse persons are consulted with regard to gaining an understanding of the nature of the program, the design of the program evaluation, and other strategies; (4) educate yourself about the persons being served and evaluated by the agency; (5) consider the customs and needs of the persons being served by the programs that are being evaluated; (6) identify and discuss the characteristics and strengths of the program and persons served; (7) include appropriate questions and areas of inquiry in relation to culture, such as demographic information or identifying culturally related practices and behaviors that are addressed by the program or have an impact on the program; (8) behave in a respectful manner and recognize that how respect is communicated and conveyed is culturally defined and determined; (9) identify and appreciate any special vulnerabilities, as well as strengths, in relation to the culture of the persons in the program or served by the program; (10) demonstrate a high respect for confidentiality throughout the evaluation process; (11) consider the value gained from the evaluation and its potential benefit to the participants/community; and (12) identify and delineate any advocacy implications from the research or in the process of conducting the evaluation.
