Briefly describe the Universal ID approach.

What will be an ideal response?


Under this approach, a single, standard-based identity-management system would be built that assigns every entity, meaning person or thing, in the world a single identifier. As current technologies does not allow this, policymakers would need to start building the system and rely on later solutions to enhance distribution, internal control, and access controls and to prevent misuse, mistakes, and abuse. The Hong Kong Government Smart ID program is an example of a localized universal ID approach. Refer to the case studies and exercises for more details.
