Each state has electors equal to the number of members it has in the House and the Senate. There are 538 altogether; to win a candidate must get 270. In all but two states, the candidate who wins the most popular votes gets all of the electoral votes. The winning states of electors meet in the state capitals about six weeks after the election to cast their ballots. The ballots are opened and counted before a joint session of Congress during the first week of January.
