Collective bargaining is the formal recognition of employees, along with their right to negotiate with management regarding issues in the workplace. Collective bargaining allows employees the opportunity to negotiate pay, working conditions and benefits. While collective bargaining is well entrenched in prisons and other correctional agencies, there is much dispute about the implications of collective bargaining. Those who oppose it argue that collective bargaining interferes with management's rights and need for flexibility, and undermines the historical solidarity that is important for prison staff working in a stressful and dangerous environment. Those who favor collective bargaining suggest that the sharing of power in a correctional setting between management and staff benefits all parties, and labor unions can even be a strong voice to the legislature for additional staff and financial resources. A major issue involves the "right to strike.". Most public safety organizations are not allowed to strike, as it would create a crisis if police and correctional officers were allowed to strike.
