Briefly describe the strategy of Portland, Oregon, for managing urban growth

The strategy began in the 1970s with a state law requiring every city and county to draw up a comprehensive land use plan. Part of the land use plan had to include an urban growth boundary (UGB). Development of commerce, industry and housing would be allowed within the UGB, but areas outside the boundary were to remain primarily rural in character. This arrangement worked well for nearly thirty years, but then in 2004 large developers pushed back and succeeded in passing a state bill that allowed land owners to sue the state for lost land values resulting from the UGB. A compromise was reached in 2007 which allowed small land owners but not large development corporations to receive compensation. In 2010, Portland achieved an historic agreement with citizens of its three included counties to make a larger scale plan to determine the area's growth over the next 50 years.
