Describe the history of police privatization

For decades, many observers have noted that the United States has essentially been served by two police systems. The two police systems are the government or public police who are under the control of the state and the private police or private security who are employed and supported by private individuals and companies. Interestingly, during the nineteenth century, the private police were much more professionally advanced than the public police. For example, many observers have identified, the National Detective Agency under the leadership of Allan Pinkerton as the forerunners of the modern Federal Bureau of Investigation. The private police were instrumental in establishing the armored car industry and the burglary alarm system, and for the provision of private security guards.
