"Police in major U.S. cities now stop and question more than a million people each year—a sharply higher number than just a few years ago. Most are Black and Hispanic men. Most are frisked, and nearly all are innocent of any crime, according to figures gathered by Associated Press (Long, 2009). Civil liberties advocates say the stop-and-frisk practice is racist and does not deter crime. Herbert (2010) says the practice has gotten completely out of control, citing statistics from the New York Police Department from 2004 to 2009 when officers stopped pedestrians nearly 3 million times, frisking and otherwise
humiliating many of them. More than 90 percent of those stopped and frisked were completely innocent. Many police departments, on the other hand, maintain such stops are a valuable tool that turns up illegal weapons and drugs and prevents more serious crime.
