This question is more important than it seems on the surface since a good deal of personnel and a department's budget is spent and often wasted on patrol operations. This is sad but true and is due to outmoded police operational philosophy from the 1950s. Many students will be straitjacketed into "random" patrol as their first assignment.
Preventive patrol, based on O.W. Wilson's concept of the omnipresent police officer, is supposed to prevent crime but does not do this according to the Kansas City study and the authors' experience. Preventive patrol is interrupted by calls for assistance and officer initiated activity. In reality, calls for assistance make up the majority of patrol activity and is mostly reactive rather than proactive in nature.
