What will be an ideal response?


Identify objectives. Specify what needs to be achieved or the direction the department should move. Concrete objectives, not general statements, are the most useful.

Identify current arrangements. Where does the department stand, and what changes need to be made? This infers that the department must be moved some theoretical distance to achieve the desired objectives.

Understand the premises or determinants regarding future conditions that may affect the achievement of the objectives. These determinants may be resources, public opinion, politics, or legal constraints. What conditions are going to affect the change?

Identify alternatives and select the most viable one. Systems theory advises that there are several paths to achieve an objective. Select the one that can be implemented given constraints on the department and the environment.

Implement the plan and measure the results. It must be ensured that the plan is implemented as envisioned and the program that is implemented is successful.
