One of the basic principles of bureaucracies identified by Weber states that selection and promotion must be based on competence. In an effort to minimize the effects of personal relationships or subjective standards in hiring new officers or promoting officers, many departments mandate that standardized civil service examinations be used as the basis for selection and promotion. The intent of civil service examinations is to use an objective test to evaluate candidates and to ensure that the most qualified candidate gets the position or promotion. Unfortunately, civil service exams may constrain the ability of police department leaders to diversify their police departments, as race and gender are not taken into account when making personnel decisions.
