Your police agency was just rocked by a scandal involving the mishandling of records and property. In many cases, there was inadequate recordkeeping based on a records management system that went into service in 1995

There were no criminal charges involved, but a number of higher profile criminal cases were dismissed by the district attorney due to lost, misfiled, and erroneously destroyed evidence and reports. The chief assigns you to create a plan to ensure the same mistakes can't be made again. What key points would you want to address?

Main Points:
Now is the time to acquire a new records management system. Some steps to address:

Plan and design a new system – what were the shortcomings of the old system? What are some newer features on current software packages? Review other systems being used by police departments.

Purchasing the system – this requires competitive bidding if the program is above a certain level. How would you price the new system out? What licensing agreements have to be addressed? Is there a fee for service and training after you purchase the system?

Train the staff on how this all works from clerical workers and patrol personnel that enter data to chiefs and deputy chiefs that administer the program. This is important.
