A new law or constitutional amendment is written or "drafted." Lawyers may be consulted. Drafts are submitted to the state Attorney General with a fee of $2,000. The AG's office posts the measure online and allows 30 days of public comment. Authors then have 5 days to change their proposal in response to the public comments if they choose. AG then assigns a title and summary.
