This region experienced a civil war from 1992 to 1995, leading to some challenges in the
development of the private security industry in a post-conflict society. These challenges included
the presence of multinational security forces (e.g., the United Nations) that delayed the creation
of the private security industry because these forces provided de-facto security services. Other
challenges included the lack of a “rule of law” and resistance to creating a private security sector because some of the people involved in its establishment also took part in the conflict,
leading to public trust issues. Some other issues that existed in these post-conflict nations
included: (1) the lack of professionalism in the sector; (2) the lack of expertise, appropriate
legislation, political will, and resources to regulate the sector; (3) an underdeveloped private
security market or no demand for its services because of a destroyed infrastructure; and (4) the
development of the industry not being a priority, since the reconstruction of society was the
primary concern of these nations.
