The main objectives are to detect crime, apprehend criminal offenders, recover stolen property, maintain a sense of public security and confidence with police, and satisfy public demands for noncriminal related services.
While the above activities do indeed occur from patrol, most calls are service in nature and are generated by the public via phone. Most criminal offenders are apprehended after some kind of investigation and not from patrol activities. The authors will admit that public presence can be a factor for public security but, in high crime areas, this has to be followed by some kind of directed patrol.
