Answers will vary but should include that criminalization is not always based on facts. For example, in the early days of Trump's 2017 administration, he initiated steps to implement his plan to keep immigrants (especially undocumented immigrants) from entering the United States from Mexico. Trump took to Twitter to generalize all Mexican immigrants as "bad" and "harmful." Politicians and interest groups may criminalize entire groups of individuals for political reasons as a means of exerting social control and perpetuating institutionalized biases.
