One of the undeniable facts about organizations is that they are made up of people. This can be either individually or in groups, but they are nevertheless a collective. Police departments are certainly no different from this generalization, and they arguably epitomize this definition, as they collectively attempt to achieve a common goal. These goals, especially in police departments, are more likely to be accomplished when more than one person is working toward its completion. All told, public safety is the number-one objective of all police agencies. For goals to be met efficiently, organizations must develop an arrangement of its parts. This is done through an organized structure, most often in a hierarchical format for police departments. A format of this nature has multiple dimensions and is often based on rank, with the work flow coming from the top down. This type of structure also helps to create a high degree of continuity within its operations with the ultimate goal being not only predictability but also functioning over time.
