RTI is based on a tri-level medical model for treatment including primary, secondary, and tertiary care. In the medical model, primary care includes preventive medicine, standard well visits, and visits for medical illnesses with a general practitioner. (TIER 1 RTI) Secondary care includes more intensive treatment from a specialist or hospital. (TIER 2 RTI) Tertiary care is even more intensive and often is provided in a specialized treatment facility. (TIER 3 RTI)
Individualized programming is the primary goal in RTI. It is not the RTI process that will ensure an individual's success; instead, it is the process of individualizing instruction, monitoring the responsiveness to that instruction, and making the necessary adaptations that will facilitate learning.
Steps of individualized programming:
I. Assess to identify target skill or content
II. Determine factors likely to facilitate learning
III. Plan instruction
IV. Begin daily data-managed instruction through these 3 phases:
- presentation procedures
- practice procedures
- generalization and independent learning procedures
