A strategy provides guidance on the who/what/when/where of child maltreatment prevention, whereas a model dictates how one should intervene with a particular individual, family, or communities. They both are essential for prevention. Strategies may act as an overall roadmap for best practices which guide programming and influence policies. But the actual models, or policies provide the practitioner with steps for the intervention.
