Why is it that the ABA’s rules of conduct do not apply to lawyers?

The ABA’s rules of conduct are not legally binding because the ABA has no power to
regulate the conduct of lawyers. But the rules of conduct that are adopted by the states and
the District of Columbia come from either the ABA Model Code of Professional
Responsibility or the ABA Model Rules of Professional Conduct.
