Three elements must be present before a crime or harmful behaviors – problems – can occur: an offender (someone who is motivated to commit harmful behavior), a victim (a desirable and vulnerable target must be present), and a place (the victim and offender must both be in the same place at the same time). The relationship between these three elements can be explained as follows. If there is a victim and he or she is in a place where crimes occur but there is no offender, no crime occurs. If there is an offender and he or she is in a place where crimes occur but there is nothing or no one to be victimized, then no crime will occur. If an offender and a victim are not in the same place, there will be no crime. Part of the analysis phase involves finding out as much as possible about the victims, offenders, and locations where problems exist in order to understand what is prompting the problem and what can be done about it.
