What have employees done to sabotage the workers' compensation system?

What will be an ideal response?

Employees have caused many of the problems with a system designed to ensure fast and efficient resolution of claims. Surveillance of claimants to catch them performing physical acts of which they are supposedly incapable, is commonplace. The results appear to justify the money spent on such surveillance.
