An ideal response will:
1, Define earmarks as federal funds that support specific local projects.
2, Explain that legislators argue that earmarks support vital public works projects, and that constituents benefit when their representatives obtain money to repair their roads and bridges or to fund state colleges and universities and community recreations centers. The positive aspects of regular earmarks, however, are occasionally outshined by reports of abuse.
