Terrorism is the use of violence or the threat of violence to produce fear in order to attain political objectives. Unlike a major political power with a powerful military, the forces opposing the U.S. and its coalition in Iraq lack the means to confront these forces head on. Therefore they must resort to more creative and deceptive ways to achieve their objectives. Creating fear in the minds of the people is their strategy. By doing so, public opinion will turn against the U.S. forces, both by the Iraqis who support them and by the Americans at home who are becoming tired of the war. Terrorists do not wear uniforms. No specific government that may be funding terrorism can be identified, making retaliation exceptionally risky, if not illegal and reckless.
