Juvenile justice stands at a crossroads, with those in the field and those about to enter it holding tremendous sway over the policies and practices that will shape how we deal with juvenile offenders—youths who either will be guided and encouraged to become productive, self-monitoring, law-abiding adults or who will become the next generation of criminals. For the vast majority of youths who have contact with the system, a positive outcome is entirely within reason because America is beginning to act on the research of the past several decades. Collectively, the nation has begun to do all of the following: put the brakes on criminalization and turn away from failed approaches, recognize the limits of incarceration and invest in proven alternatives (Griffin 2008, 1–2).

The challenge facing the juvenile justice system today is whether it will be a conductor or a custodian of the lives of the young people in its care: "Conductors just move juveniles through the system, but custodians guide, develop and take care of their juvenile charges" (Bayliss 2007, 106). "What this country needs is more people … who are interested in lighting candles, and fewer who blow them out" (Knight 2008, 63).
