Today nearly all states have legislation mandating police officers to effect warrantless arrests where evidence of spousal assault is present. COPPS, however, has fundamentally changed the manner in which domestic violence is viewed and addressed by the police; a collaborative, community-wide approach can enhance existing services to victims of domestic violence. Providing follow-up support for victims, prosecuting offenders, monitoring criminal justice system activity, developing intervention programs, and strengthening civil remedies are initiatives now in use. Partnership building and problem solving remain the core components of the COPPS philosophy; the police department must be willing to partner with a range of community members (including shelters, victims' advocacy offices, schools, and even animal shelters) as well as criminal justice agencies (such as the court system) to address the problem collaboratively. The focus should be on victims and their safety, the causes of domestic violence, how relationship violence can be cyclical, and why some partners may not readily leave abusive relationships.
