All police agencies need to protect life and property, preserve the peace, prevent crime and apprehend criminals as central goals of the police organization. Police have taken on many other service functions such as licensing while neglecting these goals to the detriment of the community. Over the last few years New York City developed a proactive model based on active data that emphasized this traditional model using modern technology. This model, Comstat, has been adopted by many large cities that have the resources to implement this model.
