No, if all procedures are strictly followed, the system can function well. But in reality, many children are removed unnecessarily or left in families where they are harmed. A lot of children linger in foster care and move from placement to placement. Siblings often get separated, and parents are deprived of visits for long periods because of system dysfunction. Reunification often takes longer than necessary.
