Why aren't hate crime statutes a violation of the First Amendment?

The First Amendment prohibits the federal government and the states from enacting any law that unduly regulates a person's freedom of expression. However, from the founding of our nation, the Supreme Court has held that such freedom of expression is not unlimited. There are situations in which conduct or other activities, although expressing beliefs or thoughts, are outside the scope of First Amendment protection.
