What will be an ideal response?
• There does appear to be a dearth of quality leaders found among the rank and file of criminal justice organizations. While it has long been stressed as an important, if not critical need, research shows a general lack of agencies investing in leadership development.
• Research has also shown that the cost of leadership programs are miniscule by comparison to other entities and programs that administrators spend money on. For example, the DARE program, certainly an admirable effort to steer youth away from the dangers of drugs and alcohol, but a program that has shown no appreciable impact on drug usage among young people.
• Finally, endorsing strong leadership development is critical to maintaining quality personnel up and down the hierarchies of criminal justice organizations. It has been demonstrated that many executive leaders in the system do not hold their positions very long and have a high rate of turnover. As such, the lack of leadership development can harm criminal justice agencies for many years.
