In reality there is very little difference. In some areas of the country, there is no distinction whatsoever. Both serve the guests by providing them with food, service staff, and cleanup. There is only one difference. A caterer performs the service away form his own establishment. In other words, the caterer brings the food and service to the guests. This is called off-premise catering. On the other hand, the banquet manager usually works at the establishment that has space to hold a banquet and has the guests come to the establishment to partake of the food and service.
