Students should discuss the goals of welfare reform to decrease caseloads, which the program has done. They should also discuss the issue of poverty in general and how that has been addressed. The issue of causality is also important. Was the decrease caused by reform or by the strong economy of the 1990s? Students can also address the issue of what happens when benefits expire, child poverty, and responsibility.
