Explain the concept of “technology as dialogue.”

Ecological dialogue stresses that technology does not stand alone, but it is in
dialogue with us socially. The way we interact with technology changes what its
consequences are and thus what it is. For example, if the atomic bomb had never been
dropped, would it conjure the same meaning? Technology is political. It is not a
mechanical structure, but a social structure. It is a form of social organization that we
control as it controls us, and that sometimes we use to control each other.
