What problems do high-staff turnover create for private-sector facilities?

What will be an ideal response?

High turnover means that new hires may receive only minimal pre-service training before being placed in staff positions. It also implies minimum industry memory of past events and minimum effort to improve the rates of successful intervention and supervision. New hires rarely know critical supervision tactics. Additionally, a high rate of new hires implies that there may not be enough staff to fill all critical posts 24/7, so that staff may be asked to hold over for additional tours of duty. Tired staff may not intervene when necessary, may ignore clues suggesting pending altercations, or may refuse to reenter a facility where inmates are rioting. This also implies more violent altercations between inmates, property destruction, and loss of life.
