Because of the anarchic character of the international system, few international institutions have the authority and/or capability to enforce international law against violators, which are often states. Vertical enforcement is thus rare and, instead, most international institutions are limited to identifying and condemning violations and recommending or authorizing the member states of the organizations to take actions to enforce a rule or punish a violator.
