Answer may vary. Police departments share many common traits with other public agencies, such as public schools, courts, health offices, and so on. Specifically, these agencies share a number of commonalities, including the process people, they provide services, they are funded with tax dollars, many of their clients are poor, a large number of their employees are low-level bureaucrats, and they exercise substantial discretion in carrying out their duties.
