Does not make sense. The units are fine, but the magnitude is ridiculous. A regular 100-watt bulb consumes energy at a rate of 100 joules per second. If the utility charged 10 cents per joule, it would cost $1 just to keep a 100-watt bulb on for a single second. That's $86,400 a day! (Explanations will vary.)
