What is the controversy surrounding the generalist versus the specialist with regard to delivering basic line functions to the community?

Patrol officers, by their very nature in answering a variety of calls from family violence to a burglary in progress, are generalists. Under current patrol conditions, a generalist police office would call in a specialist in a medium to large department. In small departments, specialists within the department would not be available and the only recourse would be to call another police department often on the county, state, or federal level. Too many specialists in departments under a 100 sworn officers may waste the resources of the department. In larger departments, there are status and communication problems with specialists.
