The answer to part (1) of this question is contained in the answer to question (11). In addition there would be the need for a police leadership style that would be consultative rather than autocratic. The management style would also have to be open to change and innovation. It would also be useful to have a college graduate, a minority, or a female as the police chief. The answer to part (2) is that an autocratic police chief is not open to innovation and would be a disaster for community policing. To be fair to police leadership, if a police department does not have the resources to implement community policing, community policing simply cannot happen as in the case of Los Angeles, for example. Los Angeles under former Chief Bratton, has the leadership for community policing but has barely enough resources to deal with day-to-day crime and violence. If the chief and the community is satisfied with a 911 reactive police department driven by service calls, then community policing will not happen.
