The hierarchy refers to the pyramidal shape of the organization, with one person, the leader, at the top and an expanding number of people below him or her at each level of the organization. Most of the formal power of a bureaucratic organization resides at the uppermost portions of the bureaucracy, and most of the formal communications come from the top-level administrators and travels down to the lower level administrators and then the workers.
