Ans: Southern and Northern delegates agreed that for purposes of taxation and political representation, slaves would be counted as three fifths of a person. Those who held slaves but did not permit them to be free or to vote still gained politically from their presence. Those in the North who did not hold slaves did not want slaves to be counted for political and economic reasons, not necessarily because they preferred Blacks to be free.
