Both of these social phenomenon involve people taking social resources without contributing back to society. The tragedy of the commons happens in situations in which people acting in their best interest use up common resources which creates disaster for the community. The free-rider problem refers to the tendency of people to refrain from contributing to the common good when a resource is available without any personal cost.
