1. The debate between supporters of the pluralist and elite theories does not boil down to whether a small number of people dominate the political game. Clearly only a minority of people directly participate in politics, and this small group has more influence than the majority of people. The central questions are how competitive and representative these elites are. So the following questions must be answered:
- To what degree do elites compete rather than cooperate with one another over who gets what, when, and how?
- How representative of the broader public are these elites? Do powerful groups reflect, however imperfectly, the wishes of the majority?
- Is there, in fact, a "public opinion," or has that been distorted beyond recognition?
2. It is difficult to put the political game under a single umbrella of ideas.
