What will be an ideal response?


The justice component comes from the Confucian perspective that humans are basically good and act only after thinking (i.e., humans are rational). Because they are rational, they are also responsible and must be held accountable.
The welfare component comes from an orienting philosophy that has education as the primary response to juvenile crime with punishment being only supplemental.
