First, it is human nature to seek pleasure and avoid pain, a view called hedonism. Second, individuals are free to choose to commit (or not commit) crimes (free will). So, for example, if your fear of the pain from getting caught and punished for stealing your friend's MP3 player is greater than the pleasure you anticipate that you will get from stealing it, you will not steal it. In the terminology of classical criminology, your decision not to steal is an example of specific deterrence, and the resulting decisions by other criminal wannabes not to steal are examples of general deterrence.
